“Qonun AI” platform (qonun.ai)

These Terms of Use (hereinafter, the “Terms”) set out the procedure, established by “ADL TECH” Limited Liability Company (TIN 313328699, address: 57 Istiqlol 1st Lane, “Oq Oltin” Mahalla, Bog'ot District, Khorezm Region; hereinafter, the “Contractor”), for using the “Qonun AI” platform — the qonun.ai website and its subdomains, the Telegram bot, the Telegram Mini App and the iOS and Android mobile applications (hereinafter collectively, the “Platform”).

The Terms apply to every user of the Platform, regardless of whether the user has registered or has a paid Plan. Opening the Platform or using it in any form constitutes full and unconditional consent to these Terms. A person who does not agree with the Terms must stop using the Platform immediately.

For paid services, the Public Offer (qonun.ai/oferta) applies together with the Terms, and for personal data, the Privacy Policy (qonun.ai/maxfiylik) applies. All three documents form a single binding set.

What the Platform is and is not

  1. Qonun AI is an information technology service based on artificial intelligence technologies that makes it possible to search for information on the legislation of the Republic of Uzbekistan and the national Lex.uz database, obtain answers to questions, draft documents, analyse documents, calculate legal deadlines, find the nearest courts and other authorities, and connect with Specialists (advocates and lawyers).
  2. The Platform is not: (a) an advocates' practice or a law firm — the Contractor does not practise as an advocate and does not provide legal assistance; (b) a public authority or its representative — responses are not an official interpretation or a public service; (c) a substitute for a court, a notary or any other jurisdictional body; (d) a service guaranteeing a particular result (winning in court, acceptance of a document, settlement of a dispute).
  3. Responses are advisory. All services on the Platform are advisory and guiding in nature. AI responses have no legally binding force and cannot be the sole basis for legally significant decisions. Verifying the information through the law, article and Lex.uz link given in the response, making a decision after studying it and acting accordingly is the User's responsibility. Before making important decisions, it is recommended to consult an advocate or a notary.
  4. Difference between an advocate and a lawyer. In the “Advocates” section, profiles are maintained by Advocates holding a valid licence and by Lawyers with a higher legal education. Each profile clearly states the status. Requests relating to defence in criminal cases, detention and investigation are routed to Advocates only. Specialists are personally responsible for their services; the Contractor acts as an information intermediary between the parties.

Right of use and account

  1. The Contractor grants the User a non-exclusive, non-transferable right to use the Platform for personal or internal business needs, revocable in the cases provided for in the Terms.
  2. The Platform may be used by persons who are at least 18 years old and have full legal capacity. If it is found that a person under 18 has registered, the Contractor may delete the account.
  3. Sign-in is via Telegram, a telephone number, a Google account or other methods indicated on the Platform. The account is personal; all actions performed through the account are deemed actions of the User. The User is responsible for the security of the User's Telegram, Google account and device; if unauthorised access is suspected, the User must sign out of all devices and notify the Contractor immediately.

Prohibited actions

  1. Legal abuse: (a) using the Platform to commit, plan or conceal a crime or offence; (b) preparing documents or information to deceive or harm third parties; (c) presenting AI responses to a court, public authorities or third parties as an “official legal opinion” or an “advocate's opinion”; (d) registering on behalf of another person.
  2. Technical abuse: (e) interfering with the operation of the Platform, searching for vulnerabilities, circumventing security measures; (f) sending mass requests and harvesting data using automated tools (bots, parsers, scripts); (g) decompiling, reverse-engineering the code, creating a clone; (h) selling or renting out accounts, or collective use not provided for by the Plan; (i) circumventing limits by opening multiple accounts.
  3. Content abuse: (j) uploading malicious code, spam or unlawful material; (k) entering, without authorisation, state secrets, another person's trade secrets or personal data of third parties; (l) sending passwords, bank card numbers or other confidential login details; (m) providing services under the “Qonun AI” brand without authorisation or presenting oneself as a representative of the Contractor.
  4. For Specialists: attempting to contact a Client outside the Platform before a request is accepted; stating a false status in the profile; a Lawyer calling himself or herself an advocate or accepting requests as defence counsel in criminal cases.
  5. In the event of a breach of this section, the Contractor may, without warning, apply the following measures: restrict or suspend access, block the account, terminate the service without refunding the amounts paid, recover the damage caused and, where necessary, refer the matter to law enforcement authorities. The offender shall be held liable in accordance with the legislation of the Republic of Uzbekistan.

Rights and obligations of the parties

  1. The User is entitled to: use the Platform within the Terms; contact the support service; delete the User's chats and account; report an erroneous or incorrect response.
  2. The User must: provide reliable information; use the Platform for lawful purposes; verify responses before making a decision; comply with the prohibitions in Section 3; compensate in full any damage caused to the Contractor or third parties as a result of breaching the Terms.
  3. The Contractor must: ensure the operation of the Platform to a reasonable standard; protect the User's data in accordance with the Privacy Policy; respond to requests during business hours, as a rule within 24 hours; give advance notice of long-term technical work where possible.
  4. The Contractor is entitled to: change the Platform and add or remove features; change the scope of free features and limits; restrict or block accounts that breach the Terms; moderate Specialist profiles; delete reviews; amend the Terms unilaterally.
  5. Contractor's staff. The Contractor's employees and engaged contractors have access to User data only to the extent necessary to perform their duties and are bound by confidentiality obligations. Review of responses by staff for quality-control purposes does not constitute advocate's assistance.

Intellectual property

  1. The Platform, its code, design, interface, the “Qonun AI” name and logo, the database of document templates and data structures are objects of the Contractor's exclusive rights. Their use without the Contractor's written permission is prohibited.
  2. Materials entered by the User remain the User's property. The User grants the Contractor a free licence to process them for the purposes of providing the service, technical support and improving service quality.
  3. The User may freely use draft documents created for the User for the User's own needs; collecting templates and selling them as a product is prohibited. Texts of legislative acts are state property, and their official source is Lex.uz.

Service availability

  1. The Platform is provided “as is” and “as available”. The Contractor does not guarantee uninterrupted and error-free operation.
  2. Features marked “Beta” or “test” are not guaranteed to operate stably and may be changed or removed without notice.
  3. The Platform may contain links to third-party resources (Lex.uz, public services, payment systems, maps, Specialist profiles). The Contractor is not responsible for their content or operation.

Liability

  1. The User uses any information obtained from the Platform solely at the User's own risk and under the User's full responsibility.
  2. The Contractor is not liable for: (a) the consequences of decisions made on the basis of inaccurate, erroneous or outdated information in AI responses; (b) missed deadlines; (c) non-acceptance of draft documents; (d) incorrect recognition of voice requests; (e) technical failures, legislative changes not yet reflected in the database, or outages of the internet, devices, Telegram, AI providers and other third-party services; (f) cyberattacks and other force majeure circumstances; (g) use of the User's login details by third parties; (h) acts and services of Specialists; (i) any indirect damage, lost profits and lost opportunities.
  3. In any event, the Contractor's total liability is limited to the amount actually paid by the User for the billing period in which the damage occurred, and towards free users, to the minimum level permitted by law.
  4. This section applies to the maximum extent permitted by law, except for cases that cannot be limited under mandatory rules of law.

Amendment and effect of the Terms

  1. The Contractor may amend the Terms unilaterally. A new version enters into force on the day it is published on the qonun.ai/shartlar page; continued use of the Platform after publication constitutes consent to the new version.
  2. If any provision of the Terms is held invalid, the remaining provisions remain in force.
  3. The Terms are governed by the legislation of the Republic of Uzbekistan. Disputes are first handled through a claim procedure (response period — 15 business days) and, if not resolved, are heard by the competent court at the Contractor's location, without prejudice to the statutory right of a Citizen who is a consumer to choose jurisdiction.
